When pressed by Haymitch to disclose whose suggestion this actually was, Coin cops to it freely: "It was mine [my idea]. You [the victors] may cast your votes" Katniss was right about Coin being dangerous, she just didn't realize how cold and untrustworthy Coin actually was.
Coin's remarks here also help Katniss make sense of the shocking reveal Snow made. Snow said Coin was primed to become a despotic ruler of Panem all along — that she'd used the rebels and the Capitol to tear each other down so she could move in and take control. It sounds like her first act of power will be to exactly replicate one of the main things the rebels were fighting against: the Hunger Games. In that light, her assassination almost seems — how should we say this?
OK, we'll just say it — deserved. Katniss, who saw her sister die, is now heavily dazed. Meanwhile, Coin becomes the new President of Panem and decides to organize the last Hunger Games in which children of the Capitol would fight to death. Horrified, Katniss plots to foil her plan and Snow, who is being sentenced to death for his crime, tells her that the bombs that killed her sister was sent by Coin and not him. She initially disbelieves him but after remembering the promise that they made to not lie to each other, Katniss realizes Coin's true goal: she planned the rebellion in the districts by having them fight it out, leaving District 13 untouched; once the districts were hers, the Capitol could easily be nabbed for her to control, making her and Snow the two sides of the same coin.
To avenge her sister's death, Katniss assassinates Coin after her speech during Snow's execution by shooting her in the heart with an arrow. Snow then insanely laughs at this a sign of tuberculosis as a massive mob of shocked and enraged citizens surge towards him and trample him, and he is killed either by tuberculosis or the stampede made by the angry mob.
Alma Coin is a born pragmatist and an egotistical leader. She is rather cold and emotionless, perhaps due to the loss of her family, but does appear to have a relatively kind side in the movies.
It is unknown just how much she cares for Katniss, but she still goes out of her way to console her when she's sad about Peeta's predicament. However, Coin is shown to be quite frustrated whenever people don't listen to her, as she doesn't like what she cannot control.
She takes this to an extreme when she decides Katniss is more useful to her when she was dead. Thus, while capable of kindness, Coin likely only shows compassion when it suits her goals. While Coin superficially seems to be a "better" leader than Snow, she still turns out to be a complete sociopath who is only less vile in comparison. She is very relaxed by nature, and never once loses her temper with anyone even when they question her.
Coin is callous and analytically ruthless to a fault: she does not emotionally react to loss or defeat, and has absolutely no complaints about sending people to their deaths, or worse.
Coin also possesses a logical, calculating and subtle intellect, and is a virtually flawless strategist when it comes to propaganda, warfare, politics and democracy. Her confidence, magnetic vocabulary and apparent empathy make her a brilliant public speaker and a master manipulator - her methods are far more subtle than that of President Snow. Furthermore, because of her more laid-back approach, this makes her less impulsive despite her callous nature eventually resulting in her defeat.
As she gets closer to overthrowing Snow, the power gets to her head, and she becomes much more cold-blooded and less passionate about freeing Panem. Coin becomes extremely arrogant and overconfident to an extreme, conceitedly believing that things will go perfectly according to her preconceptions and predictions.
In the end, she goes as far as to bomb children and hold a new Hunger Games just to secure her victory. It is still possible that she genuinely wants to make Panem a better place, but her methods become inhumane. She makes it clear that she views Katniss as an inferior and a mere icon for the rebellion, and is miffed when Katniss makes demands, and is forced to go along with them in the face of the public. Even so, Coin viewed Katniss as an eventual threat, and meant to have her die and become a martyr, inspiring the rebellion with Katniss' supposed "sacrifice".
This would have aided her in her plans in that she would be rid of Katniss, who was too independent and selfless to control, and she would be able to take charge of the rebellion without Katniss' intervention. Nevertheless, President Coin possessed a massive amount of patience, in that she was prepared to wait years before she was in a position to seize power in Panem.
In the end, after the rebellion is victorious, Coin attempts to secure the remaining victors' loyalty with the proposal of a final Hunger Games, using the children of the Capitol higher-ups, and in her arrogance she believed herself to have secured Katniss' loyalty. This shows that her self-obsession and narcissism knows no limits, but on the other hand it proves to be her undoing: Now that Snow is finally at her mercy, she becomes overconfident and unaware that Prim's death has traumatized Katniss against Coin, especially when it is discovered that Coin was the one who had Prim murdered.
She saw no hesitation in executing President Snow, since Snow's death would finally grant her absolute, unlimited power. However, Katniss eventually realized that it was Coin who authorized the bombing of Capitol refugees and their children, as well as her own medic corp during the conclusion of the invasion, which resulted in the deaths of many men, women, and children that included Katniss' sister, Prim.
As a result of this realization, Katniss executed Coin with her single arrow instead of President Snow, ending a much more dangerous threat before it had a chance to begin. It can be speculated that the key difference between Coin and her enemy Snow is that Snow was far more careful with the power he obtains than she was - she overplayed her hand, and the consequences destroyed her. In addition to gaining revenge for Prim's death, this also stopped Coin before she could become another monster like Snow, who is later stomped to death by rioting crowds. In showing a willingness to use the Hunger Games to score political points, President Coin made it clear she had learned nothing from the bloodshed, and this is one key reason Katniss had to stop her.
The Hunger Games: Mockingjay - Part 2 at least showed Katniss went on to lead a quiet life following her nightmare, even though she'd probably be living with the trauma of what happened for the rest of her life.
